In reply to your letters No.40595 of the 10th October, 41665 of the 31st October and 47404 of the 20th November relating to a Hong Kong Water Ordinance I have the honour to inform you that the whole matter was referred to Mr Chadwick and the two copies of his report dated the 19th February were handed to your Office on the 20th of that month.

2. I now return the original petition which accompanied your letter of the 10th October. I also enclose copies of two letters from Mr Chadwick concerning the above report.

Also, with reference to the 2nd paragraph of your letter of the 31st October, I enclose a copy of a memorandum from Mr Chadwick written in reply to our enquiry whether he had consulted Professor Simpson and whether his report may be taken as representing that gentleman's views as well as his own.

3. It will be observed that Mr Chadwick asks whether he should undertake the work of revising the Ordinance and you will no doubt instruct us as to this. He also asks in his letter of the 13th February for certain Ordinances to be sent to him and these we shall be glad to receive for transmission to him.
